Dear Friends:

After 90 days, the 423rd session of the Maryland General Assembly drew to a close at midnight. Thank you once again for giving me the opportunity to represent you in the House of Delegates for the past five years. I am honored to serve the 11th District of northwest Baltimore County with my teammates Bobby Zirkin, Dan Morhaim and Dana Stein, who share a common vision to improve our community. Your priorities are clear, and together, we have worked hard to reflect them. This letter is designed to give you a modest synopsis of my 2007 accomplishments and a personal perspective on the legislative session at large.

At this time last year, I suggested that politics pervaded our legislative agenda. The Chairman of Appropriations had sponsored a measure to increase Maryland’s rainy day fund by 2.5% to maintain our nationally recognized fiscal prudence. I demonstrated how the vote ran along party lines because democrats argued fiscal conservatism and republicans argued for spending the surplus on programs....
